Research Outputs Comparison of Development Efficiency Evaluation in Resource-Based Cities Based on DEA Model

AbstractIn order to evaluate the development efficiency of resource-based cities, and provide the corresponding development basis, the 115 resource-based cities of China were taken as samples; with the help of C2 R and C2GS2 which are two different DEA models, the effectiveness of DEA in resource-based cities was compared; from three angles of space, development stage and resource types, development efficiency of resource-based city was compared; based on the cities' projection of two models, the paths of improving the efficiency for resource-based cities were put forward.Research showed: 1) Under the two models, there was a quantity difference of the DEA effective resource-based cities.The quantity under C2 R model was less, the quantity under C2GS2 was more; which reflected the scale efficiency reduces the comprehensive efficiency of resource-based cities. 2) In space, the western and the eastern resource-based cities had the advantage of comprehensive efficiency and technical efficiency, respectively; for the stage, the Growth and the Mature types had the advantage of comprehensive and technical efficiency; for resource types, forestry, non-ferrous metals and coal based cities with comprehensive efficiency advantages; oil, non-metallic minerals and coal based cities with technical efficiency advantages. 3) Different resource-based cities have different paths of improving development efficiency; reducing electricity consumption and increasing the tertiary industry employment rates, which is fit for most of the current resource-based cities of weak DEA and DEA invalidity to improve its comprehensive and technical efficiency.
